At 200 employees, the priorities are usually payroll, attendance, leave, and employee self-service. At 800, the same HR team is handling employees across several states, more payroll exceptions, additional entities, tighter access controls, and a heavier compliance workload. Software chosen for the first stage doesn't always hold up in the second, and switching platforms mid-growth is costly.

2026 raises the stakes. India's four Labour Codes took effect on 21 November 2025, and the final Central Rules followed on 8 May 2026. Payroll and HR teams now work under a revised statutory framework, while many obligations still depend on the appropriate government (central or state) for each establishment. A feature list alone won't show whether a platform can keep up with that.

Our recommendation

For small companies that plan to grow and mid-sized companies that want a stable HRMS, Quikchex is our best overall recommendation. The software suits roughly 50 to 1,000 employees, and for companies above 1,000 employees we recommend payroll outsourcing, which comes with the Quikchex software. It combines HRMS and Indian payroll software with the option to move from self-managed payroll to managed payroll and wider labour-compliance services without replacing the platform underneath. Quikchex publishes this guide, so we've stated each platform's trade-offs plainly, ours included.

Among the others, Zoho People is a natural fit for companies already running on the Zoho ecosystem, although its HR, payroll, and recruitment sit in separate products, and implementation and managed support typically come through third-party partners. greytHR is an entry-level HRMS with clear published pricing, suited to startups and small companies that want a simple, affordable system quickly. Darwinbox suits larger companies whose requirements are moving firmly into enterprise HCM.

The comparison tool uses six inputs: Cost, Product Functionality, Product Support, Services, Security and Tool Complexity.

Before changing those weights, there is one question the sliders cannot answer for you:

Is the vendor actually built for a company like yours?

That comes first.

Labour Codes and HRMS in India

Why HRMS selection is different in India in 2026

HRMS selection is different in India in 2026 because the four Labour Codes are now in force, so an HRMS has to handle the revised definition of wages, faster final settlements and wider labour compliance, not only payroll.

21 November 2025The four Labour Codes came into effect
8 May 2026Final Central Rules notified under all four Codes

The four Labour Codes came into effect on 21 November 2025. The Central Government then notified the final Central Rules under all four Codes on 8 May 2026.

For HRMS buyers, the point is not to turn a software evaluation into a legal review.

It is to establish whether the platform can translate current payroll and employment rules into workable HR processes.

The 50% wage rule is a good test

One of the most frequently simplified Labour Code changes is the revised definition of wages.

It is often described as:

Basic + DA must be at least 50% of CTC.

That is not quite how the Code is written.

The Code defines the components included in wages and specifies several exclusions. Where the payments covered by the relevant exclusions exceed 50% of total remuneration, the excess is added back when wages are calculated. Ministry of Labour FAQs issued in 2026 further clarify how components are treated for this calculation.

For an HR buyer, the practical question is:

Can the payroll system identify and correctly handle a salary structure affected by the statutory wage definition?

A badge saying “Labour Code ready” does not answer that.

Employee exits provide another useful test

Section 17 of the Code on Wages requires wages due when an employee leaves through resignation, dismissal or termination to be paid within two working days. The Ministry's 2026 Compliance Handbook confirms this requirement.

That does not mean every component normally grouped under “full and final settlement” automatically follows one identical statutory timeline.

The HRMS needs to help the employer identify what is payable, move approvals quickly and retain a clear calculation trail.

Those are the kinds of compliance capabilities worth testing during an HRMS demo.

Choosing the right HRMS

Fit comes before scoring

The best HRMS is the one built for your company's size, workforce structure and compliance needs, so check fit first and compare scores second.

Two products can score well on features and still be designed for very different organisations.

Employee count is one clue. Workforce structure can matter just as much.

A 400-person SaaS company in one city may have a simpler HR operation than a 300-person engineering business with employees at factories, branch offices and customer sites across several states.

Use company size as a starting point rather than the entire definition of fit.

Company stageHRMS requirements that tend to become more important
50 to 200 employeesCore HR, payroll, attendance, leave, ESS, quick setup and manageable administration
200 to 500 employeesConfigurable workflows, reporting, mobile workforce support, integrations and stronger payroll controls
500 to 1,500 employeesMulti-state payroll, multiple entities, access governance, audit trails and the option to add managed services
1,500 to 3,000 employeesDeeper integrations, complex organisational structures, defined support processes, security controls and high-volume payroll
3,000+ employeesEnterprise HCM architecture, specialised outsourcing or a combination of both depending on the operating model

Industry changes the evaluation too.

Manufacturing, engineering, logistics, retail, hospitality, healthcare, financial services and other distributed workforces often place more importance on shifts, overtime, geofenced attendance, state-specific payroll and establishment-level compliance than a single-office services business does.

Growth changes the answer again.

An SME purchasing HRMS at 250 employees should consider what happens at 700 or 1,200. More employees can mean more states, more payroll exceptions, another legal entity and a larger compliance workload before the HR department adds specialist headcount.

Once you establish that a vendor serves organisations like yours, the following six criteria become useful.

How we evaluate HRMS software

How We Evaluated the Best HR Software

We evaluate every HRMS on six criteria: product functionality, services, product support, security, tool complexity and cost.

Most established HRMS platforms can show leave, attendance, payroll and employee self-service during a demonstration.

That makes feature availability useful for initial screening. It tells you much less about what the system will be like to operate three years later.

We evaluate HRMS platforms using six criteria:

These are also the six inputs used in the interactive HRMS comparison tool on this page.

The default comparison is designed around an Indian SME or growing mid-market company. You can change the relative importance of each criterion based on your requirements.

1

Product Functionality: HRMS, Payroll and Compliance Capability

Interactive tool input: Product Functionality

Start with what the system can actually do.

For core HR, we assess areas such as:

  • employee records and document management
  • onboarding and exits
  • attendance, shifts and leave
  • employee and manager self-service
  • recruitment
  • performance management
  • expenses and timesheets
  • workflows and approvals
  • reporting and analytics
  • APIs and integrations
  • multi-company or multi-entity capability

The number of modules is less important than the way they work together.

Attendance is a good example.

Approved overtime, leave, Loss of Pay and attendance corrections should have a defined path into payroll. If HR has to export attendance into a spreadsheet, rebuild the data and import it into payroll every month, the organisation still carries a manual reconciliation risk.

Indian payroll needs its own test.

Look at PF, ESI, TDS, Professional Tax, Labour Welfare Fund, gratuity-related calculations, arrears, off-cycle payments, final payments, tax declarations and statutory outputs relevant to your organisation.

For companies operating across states, ask the vendor to demonstrate how the employee's applicable location changes payroll treatment.

Do not ask

“Do you support multi-state payroll?”

Ask

“Show us one payroll run containing employees from three states with different applicable payroll requirements.”

The second question is much harder to answer with a feature checklist.

2

Services: Managed Payroll, Labour Compliance and Operating Flexibility

Interactive tool input: Services

Software capability answers what your HR team can do.

Services answer what the vendor can do for you: the work it will run on your behalf, such as payroll processing and statutory filings, when your HR team no longer wants to do all of it.

Services are about outsourced work. Help with using the software is a separate criterion: Product Support.

That difference becomes more relevant as companies grow.

A 250-person organisation may be comfortable operating payroll internally. At 800 employees across multiple states, payroll can require more checking, filings, exception handling and specialist knowledge without producing an equivalent increase in internal HR capacity.

A payroll manager leaving at the wrong time can expose the same problem overnight.

We therefore assess:

  • managed payroll availability
  • statutory payroll filing support
  • TDS, PF, ESI, PT and LWF service scope
  • broader labour-compliance services
  • compliance audits
  • vendor or contractor compliance where available
  • which of these tasks the vendor performs itself and which it hands to a third party
  • whether self-managed and managed models use the same underlying HRMS
  • whether the company can change operating models without migrating its payroll data

The last point is easy to underestimate.

If an organisation can run payroll internally today and transfer payroll operations to the same provider later, the HRMS has scaled in a different way. The software has not merely accepted more employees. The operating model has changed without replacing the underlying system.

There is also value in asking how managed operations feed back into product development.

A service team running real payroll encounters rejected filings, incomplete employee records, unusual salary cases, portal changes, exit issues and late payroll inputs in live conditions.

That experience does not prove that a platform is compliant.

Ask what happens when the service team discovers a recurring issue.

Does it become a product defect or rule update, or does the operations team work around it manually every month?

The answer tells you more about the relationship between the vendor's software and compliance capability.

3

Product Support: Implementation, Training and Escalations

Interactive tool input: Product Support

Product Support is the help the vendor gives you in using the software: setting it up, training your team and fixing problems. It does not cover work the vendor does on your behalf, such as running payroll or filing returns. That is Services, in the previous criterion.

Support quality matters most when something has gone wrong.

Start with implementation.

Ask who is responsible for:

  • importing employee masters
  • validating historical payroll data
  • configuring salary structures
  • setting up leave and attendance policies
  • creating approval workflows
  • integrating biometric or finance systems
  • testing the first payroll
  • training the HR and payroll administrators

A vendor can sell easy-to-use software and still require substantial implementation work.

Then examine ongoing support.

Support for a payroll problem needs to be evaluated differently from a normal HR configuration query. An unanswered performance-review question can wait. A payroll run that the software will not complete close to salary day usually cannot.

Ask shortlisted vendors

What happens if the software cannot process payroll?

Then follow it with

What happens if the software cannot generate a statutory filing or file format?

Find out who receives the escalation, whether there is a named contact, what support is available during payroll periods and what response commitments exist.

Get important commitments in writing rather than relying on a generic “priority support” label.

4

Security: Employee Data Protection and Access Controls

Interactive tool input: Security

An HRMS holds compensation, PAN details, bank information, tax records, identity documents, attendance history and other employee information in one system.

That deserves more than a security logo at the bottom of a proposal.

Evaluate:

  • role-based access controls
  • separation of payroll and general HR access
  • authentication controls
  • encryption
  • audit logs
  • backup and recovery
  • export controls
  • security incident processes
  • data retention and deletion
  • SSO where required
  • current security certifications

For a 150-person company, a small group of HR administrators may legitimately have broad access.

At 1,500 employees across several entities, the same model becomes harder to justify. Payroll users, HR business partners, location managers and finance teams may all need different permissions.

The DPDP framework adds another consideration. The DPDP Act and Rules are being brought into force in stages, with several major substantive requirements scheduled for the later phase of implementation. MeitY publishes the official Rules and enforcement timeline.

For HRMS procurement, there is little reason to wait for every provision to become enforceable before checking privacy controls.

ISO 27001 and SOC 2 Type 2 can provide useful evidence of a vendor's security-control maturity where available.

Neither certification, on its own, proves full compliance with Indian data-protection law.

5

Tool Complexity: Ease of Use, Administration and Adoption

Interactive tool input: Tool Complexity

The platform with the most functionality is not automatically the easiest HRMS to run.

We assess complexity separately because it creates a real operating cost.

There are two experiences to test.

The first belongs to employees and managers.

Can they mark attendance, request leave, view payslips, upload tax documents and complete routine HR tasks without training or repeated HR intervention?

The second belongs to the HR administrator.

That is the harder test.

How difficult is it to:

  • change an approval workflow
  • add a new salary structure
  • create a report
  • run payroll
  • correct an attendance error
  • add another entity
  • change a policy
  • manage access rights

A platform designed for a highly complex enterprise may offer configuration depth that a 200-person company will never use.

That does not make the platform worse.

It makes fit important.

At the other end, a very simple HRMS can become restrictive once the organisation adds entities, workflows and more complicated workforce policies.

The better target is the lowest level of complexity that can comfortably handle the organisation's real requirements and expected growth.

6

Cost: HRMS Pricing and Long-Term Value

Interactive tool input: Cost

Do not compare HRMS platforms using the advertised per-employee rate alone.

Compare what your organisation will actually pay.

That includes:

  • monthly or annual software fees
  • employee-based charges
  • minimum billing
  • implementation
  • historical-data migration
  • additional HR modules
  • APIs and integrations
  • biometric integrations
  • SSO
  • multiple entities
  • premium support
  • training
  • managed payroll
  • compliance services

Then run the calculation twice.

Year 1

your current headcount and current requirements.

Year 3

your expected employee count, additional entities and modules you are reasonably likely to need.

This changes some comparisons considerably.

greytHR, for example, currently publishes FY2026 pricing for its Essential plan starting at ₹2,495 per month for the first 50 employees plus ₹45 for additional employees. Its Growth plan starts at ₹4,495 for the first 50 employees plus ₹85 per additional employee, with several other capabilities priced separately or included in higher plans.

Quikchex also publishes separate Self Service and Full Service plans, which allows a buyer to compare the economics of internally operated payroll with a model where Quikchex takes responsibility for payroll processing and specified statutory work.

Published prices are useful reference points, not substitutes for comparable quotations.

Ask every finalist to price the same employee count, modules, entities, integrations and service scope.

There is one cost that rarely appears in the proposal.

HR administration.

A cheaper HRMS that requires substantially more manual checking every month may not produce the lower total operating cost.

How the six criteria work in our 21-vendor HRMS comparison

The interactive comparison uses the same six inputs:

There is no universal weighting.

A 250-person technology company with simple payroll and a strong internal HR team may place greater weight on Product Functionality and Tool Complexity.

A 1,200-person multi-state employer may give more weight to Services, Product Support and Security.

A cost-sensitive smaller business can increase Cost.

A company with a mature payroll and compliance function may reduce Services because outsourcing has little value to it.

That is why the interactive tool should be used to create a company-specific shortlist, rather than to generate one permanent ranking of 21 vendors.

Back to the comparison tool

Payroll vs labour compliance

Payroll Compliance and Labour Compliance Are Not the Same Thing

Payroll compliance covers paying employees correctly and meeting the statutory processes around payroll, while labour compliance reaches further into the wider obligations of employing people.

This distinction matters when comparing Indian HRMS providers.

Payroll compliance

Payroll compliance is closely tied to paying employees and the statutory processes around payroll.

Depending on applicability, this can include areas such as:

  • Provident Fund (PF)
  • Employees’ State Insurance (ESI)
  • TDS
  • Professional Tax
  • Labour Welfare Fund
  • related returns
  • related records
  • employee cases

Labour compliance

Labour compliance reaches further.

It can include areas such as:

  • statutory registers
  • labour returns
  • licences and renewals
  • mandatory notices
  • establishment-level requirements
  • inspection support
  • compliance audits
  • contractor and vendor compliance

The exact obligations depend on the establishment, workforce and applicable law.

A vendor can therefore have strong payroll-compliance software without offering a managed labour-compliance service.

That difference becomes more relevant for organisations with factories, stores, warehouses, branches, client sites, contractors or employees spread across several states.

Quikchex currently publishes four separate service categories alongside its software: payroll outsourcing, labour compliance, compliance audits and vendor audits. Its labour-compliance offering extends into areas such as licences, registers and notices rather than ending with monthly payroll filings.

This is why buyers should replace:

Replace

“Do you handle compliance?”

With

“Which compliance activities does your software automate, which ones will your team perform for us, and which responsibilities stay with us?”

HRMS platform profiles

Four HRMS Platforms Worth Considering in India

The four HRMS platforms worth considering in India are Quikchex, Zoho People, greytHR and Darwinbox, and each fits a different type of company.

Quikchex

Best for Growing Small and Mid-Sized Companies

Our pick

Quikchex is our strongest overall fit for small companies that are looking to grow and for mid-sized companies that want a stable HRMS, whether or not they are still expanding, particularly where HR and payroll requirements are expected to become more complex over time.

Its HRMS covers core employee records, onboarding, attendance, leave, payroll, employee self-service and other HR modules. The more distinctive part of the proposition is the ability to change how payroll and compliance are operated without replacing the HRMS.

Quikchex publicly separates its offering into Self Service and Full Service plans.

Self Service

The customer operates payroll using the software and retains responsibility for the statutory work.

Full Service

Quikchex assigns a dedicated account manager, processes payroll, applies a maker-checker review and takes responsibility for specified TDS, PF, ESI, PT and LWF work. The same pricing page also offers Compliance Management separately.

Its payroll-outsourcing service adds payroll processing, TDS management, statutory payroll compliance and employee-query support.

Beyond payroll, Quikchex separately offers labour-compliance management, compliance audits and vendor audits.

That combination matters most during growth.

A 300-person company may initially keep payroll in-house. At 900 employees, the same organisation may prefer to hand payroll operations or part of its compliance work to specialists.

It can do that without treating its original HRMS purchase as a dead end.

Best fit

Small companies looking for growth and mid-sized companies looking for a stable HRMS, or for one that can keep growing with them. The software covers roughly 50 to 1,000 employees. For companies above 1,000 employees, we recommend payroll outsourcing, which comes with the Quikchex software.

Main trade-off

Companies that already have large specialist HR technology, payroll and compliance teams and want a purely enterprise HCM architecture may place less value on Quikchex's managed-services capability.

Important Note

The Quikchex model is particularly worth considering for manufacturing, engineering, retail, logistics, hospitality, healthcare, financial services and other businesses where headcount growth can coincide with more locations, shifts, payroll cases and statutory work.

Zoho People

Best for Companies Already Running on the Zoho Ecosystem

Zoho People is the HR product inside a much larger suite, so fit depends on how much of that suite a company already uses.

The HR stack is modular. Zoho People handles core HR, attendance, leave, performance, and onboarding. Indian payroll sits in a separate product, Zoho Payroll, which integrates natively with it, while recruitment and advanced analytics sit in further products or add-ons. For a company already on Zoho CRM, Books, or Zoho One, data flows between apps without custom integration. For anyone else, it means assembling and maintaining a multi-product stack, with integration outside Zoho typically running through Zoho Flow, APIs, or custom scripts.

Support follows the same pattern. Zoho supplies the software. Implementation, customisation, and ongoing payroll support are commonly delivered by authorised partners with their own pricing and service levels, and Zoho's own materials describe software rather than a managed payroll or filing service.

Best fit

Growing SMEs already in the Zoho ecosystem, with an in-house HR and payroll team comfortable managing several connected products.

Main point to assess

Who is accountable when something breaks between products or at a filing deadline (Zoho, a partner, or your own team).

greytHR

Best for Startups and Small Companies

greytHR is a strong shortlist candidate for startups and small companies buying their first proper HRMS, replacing spreadsheets and basic tools with one system for core HR, leave, employee self-service and Indian payroll.

Its current product covers payroll, leave, employee self-service and core HR, with attendance, performance management, APIs, SSO, recruitment and other functions available depending on the selected plan or add-on.

Published pricing is another advantage during early evaluation because buyers can estimate costs without first going through a sales process.

For a team that wants to get started quickly and keep costs predictable, that combination is compelling. If you expect to grow into a mid-sized company, compare how each shortlisted product scales on the same employee count, modules and service scope.

The question is how far you expect the HRMS and the vendor relationship to stretch as you grow.

An entry-level choice at 150 employees can turn into a wider HR technology and service decision at 700.

Best fit

Startups and small companies that want an affordable, quick-to-start HRMS with core HR, leave and Indian payroll, and relatively transparent SaaS pricing.

Main point to assess

Whether the wider HR suite, service options and enterprise requirements will still match where the organisation expects to be in several years.

Darwinbox

Best for Complex Enterprise Requirements

Darwinbox sits further toward the enterprise end of the HR technology market.

The company currently positions itself as an HCM platform for global enterprises, covering core HR, talent, workforce management, payroll, analytics and employee engagement.

Its India payroll product includes attendance and HR-data flows, configurable payroll groups, audit trails, statutory reporting and enterprise payroll controls. Darwinbox also publishes a managed-services and partner model for payroll and government filings.

That depth becomes valuable where the buying problem involves complex entities, enterprise governance, integrations, large employee populations or broader international requirements.

It can also be more system than an SME needs.

A 200-person business does not gain value simply by purchasing the platform with the most enterprise capability.

Best fit

Large mid-market companies and enterprises where HCM depth, entity complexity, governance and broader geographic requirements are major buying factors.

Main point to assess

Whether the organisation needs the configuration and enterprise depth it is paying to implement.

HRMS payroll scenario test

Before You Buy, Run a Real Payroll Scenario

Before buying an HRMS, ask each shortlisted vendor to run one real payroll scenario from your company, because a standard demo shows ideal conditions, not your edge cases.

A standard product demonstration shows the system under controlled conditions.

Your HR operation will not always behave that way.

Before making the final choice, ask each shortlisted vendor to work through a scenario containing:

  • a mid-month joiner
  • an employee exit
  • an attendance correction
  • overtime
  • Loss of Pay
  • arrears
  • a salary revision
  • employees in multiple states
  • one unusual statutory case

Then follow the transaction.

  1. Where did attendance enter payroll?
  2. Who approved the correction?
  3. Can HR explain the calculation?
  4. What does finance receive?
  5. What changed in the statutory output?
  6. Can the system show who altered the record?

Then ask the question that matters if you are buying for growth:

If we decide two years from now that we no longer want to run payroll or compliance ourselves, what happens?

If the answer involves another system, another database and another implementation project, include that future switching cost in today's HRMS decision.

If your organisation expects employee count, states, entities or compliance responsibilities to increase, Quikchex's combination of HRMS, payroll software, managed payroll and wider labour-compliance services is worth testing against that scenario.

HRMS FAQs

Frequently Asked Questions

Which is the best HRMS software for SMEs in India?

Among the platforms compared in this guide, Quikchex is positioned specifically for this segment: a full-featured HRMS that also offers an optional managed compliance service for companies whose internal HR team doesn't yet have the bench strength for multi-state filings. Zoho People suits companies already working in the Zoho ecosystem; greytHR suits companies prioritising proven high-volume payroll processing; Darwinbox suits large conglomerates and GCCs above roughly 1,000 employees.

Which HRMS is best for a growing company in India?

A growing company should look beyond current employee count.

Check whether the HRMS can support more states, entities, integrations, approval structures and payroll complexity without requiring a replacement.

Also consider whether your internal HR team will always want to operate payroll and compliance itself. A platform that supports both software-led and managed operating models gives the organisation another option as it grows.

What are the most important criteria for comparing HRMS software?

We use six criteria: Product Functionality, Services, Product Support, Security, Tool Complexity and Cost.

Company and workforce fit should be checked before applying these criteria because a strong enterprise HCM product can still be the wrong choice for a smaller SME.

These six criteria are also the inputs used in the interactive HRMS comparison tool on this page.

What is the difference between payroll compliance and labour compliance?

Payroll compliance is directly connected with payroll and related statutory obligations, including areas such as PF, ESI, TDS, Professional Tax and Labour Welfare Fund where applicable.

Labour compliance is broader and can include registers, returns, licences, notices, establishment requirements, inspection support and contractor or vendor compliance.

An HRMS provider may have strong payroll-compliance functionality without providing wider managed labour-compliance services.

Is managed payroll better than payroll software?

Neither model is automatically better.

Payroll software works well where the organisation has enough internal expertise and wants to retain operating control.

Managed payroll transfers agreed processing and compliance work to a service provider.

For growing companies, a hybrid model can be useful because the organisation can operate payroll internally while it has the capacity and transfer more work to specialists later.

How should I compare HRMS pricing in India?

Compare the total cost for the same configuration rather than comparing headline per-employee rates.

Include implementation, modules, employee growth, multiple entities, APIs, integrations, premium support and managed services.

Run the comparison at your current headcount and again at the employee count you realistically expect within three years.

Does an HRMS need to support multiple states in India?

For an employer with people working across multiple states, yes.

The HRMS should be able to handle relevant state-specific payroll requirements such as Professional Tax and Labour Welfare Fund where applicable, along with differences in locations, attendance policies, holiday calendars and organisational structures.

Ask the vendor to demonstrate a genuine multi-state payroll case rather than simply confirming that multi-state payroll is supported.

How have the Labour Codes changed HRMS evaluation in 2026?

The four Labour Codes came into effect on 21 November 2025, with final Central Rules notified on 8 May 2026.

For an HRMS buyer, this makes current payroll logic more important. Ask vendors to demonstrate how their systems handle areas affected by the revised statutory framework, including the definition of wages and time-sensitive wage payments, rather than relying on a generic claim of Labour Code readiness.
